???, what happens if a team(by default)nominates a slot for 0 but already has a slot, what team or what happens to that draft slot???

Someone must bid on that slot, if not it will be assigned to someone who doesn't have a slot once all bidding ends for $0. If two or more need slots assigned after bidding ends, we'll give them the highest available in order of the nominations.

I assume this means after ALL bidding ends for ALL 15 slots, correct?
